What does "No web access" mean, under contact settings?

In your management console, you can change admin settings for every user. 

 "No web access" means that the user will not be able to access the management console. 

You can select "change", to make a user a "Web-admin". 

Making a user a Web-admin allows them to log into the management console to modify users, channels or settings.
